Until we see the report, the allegation stands.
Hiding the report and offering a "summary" doesn't exactly scream "exoneration" of anything.

There now needs to be a Special Investigation, to look into who was involved with the dossier.
Sure it did. It stood enough to conduct an investigation by the Special Counsel.
Now the GOP is refusing to release that report, opting for a "take Barr's word for it" approach.
Barr has no credibility.
It stood only on lies and fabrication, and that's where it now sits.

It will with the one in 2020. Republicans are usually more motivated to vote. They pretty much already turn out all the voters they can possibly muster. It's the Democrats who struggle to muster a strong turn-out.
That will change in 2020. Democrats now have a very powerful motivator to turn out to vote. I would not be surprised to see a record voter participation rate in 2020.
There is little the Republicans can do to increase voter participation. But the Democrats can and will turn out in much stronger numbers. Trump has provided them with the motivation to get out and vote.
