I don't know what goes on in the heads of the investigators, which is why they should be called before Congress and why the report should be released.

Barr says it exonerates Trump, but refuses to release the report.

So obviously it doesn't exonerate Trump; Barr is just trying to frame it that way because the report is probably really bad.
