Actually...he didn't. He never said that Comey should be fired in the memo. He indicated that Comey had departed from long established department practices...and that he refused to recognize the significance of that departure and therefore would probably not be able to correct things.
He wrote that to a person departing from long established practices...EVERY DAY.
So there was no recommendation to ignore.

The timing and phrasing of the memo doesn’t matter, anyway. The fact is there are three principle witnesses in any obstruction charge: Comey, Trump and Rosenstein.
The mere fact Rosenstein wrote the memo makes Rosenstein a potential witness. If Trump is going to contend that he took Rosenstein’s memo under advisement—or even Trump refers to it, guess who gets called to the witness stand?
The person who appointed the man leading the investigation: Rosenstein. Point me to the planet where that is NOT a conflict of interest, Frankie.

The fact the words ‘fire Comey’ aren’t found in the Rosenstein memo is irrelevant, and here is why: The President’s constitutional authority to fire Comey is unassailable. It’s Trump’s legal perogative to take the words Rosenstein used to describe Comey’s incompetence and use them as justification to fire Comey.
Trump would almost certainly cite Rosenstein’s memo in an obstruction trial—and guess what happens next. Rosenstein, the person who appointed Mullet to investigate Trump for obstruction—he gets called to the witness stand.
One would be hard pressed to conjure a better example of conflict of interest.
