And conflicts between the US and the Indian tribes were handled state to state, thus, the Indians were not subject to our jurisdiction. Immigrants present in the US, are subject to the jurisdiction of the United States. We can and do directly apply our legal authority as sovereign to them, we do not handle these things purely on a state to state basis.
