Some are, because we are all ppl. I once worked in a place (Western Union central telegraph bureau or CTB) where at least half my coworkers were ppl of color, and so were about half of our sups. I had one sup and her friends (who I thought of as her pets) who didn't like white girls and made it quite plain with the way she treated us as employees vs the way she treated the black coworkers. I put up with it for a while because I was a single parent who couldn't lose my job, but one day I snapped. I got up to use the ladies room and she yelled at me in front of the entire room to sit my white ass back down and plug in (to the headset/computer console). I got in her face in front of everyone and told her to stop treating me like a stray dog, I'm not going to take it and you need to knock it off NOW. She did, and eventually we got along better, although I wouldn't say we were friends. She told me she didn't realize she was being a racist fucking bitch, which I also called her. lol
All of us have the potential, given some power, to be racist assholes to each other. In this country, we whites have been the majority assholes to non-white ppl for a long, long time. I'm in the Native American Studies program at NMU, working towards a BS eventually. The anger, hurt, bitterness, and rage among some in the indigenous community is fearful and painful.
