Trump knew Russia had previously hacked the DNC and Podesta. His own campaign official, Scavino, even tweeted that Russia had 20,000 e-mails on May 11th, 2016.
The meeting at Trump Tower was to get that dirt. Dirt that was illegally obtained. They knew it was illegally obtained because Scavino tweeted about it.
And Obama took several actions against Russia including; having the FBI investigate, kicking out diplomats, imposing sanctions, freezing money, and closing facilities.
