I take it the SOE = state owned enterprise? ( you don't reference)..The difference between China now and Japan then is that China uses their SOE's to take advantage of trade agreements. What's needed are WTO agreements that eliminated the SOE loophole that has real teeth to it. However, to do that will require allies and Trumps go it alone unilateralism is counter productive to bringing power to bear on China on this issue cause if the US tries to go it alone than China will just play the time tested and provent "divide and conquer" game.

I don't understand why the WTO would have any say in a country's design of it's economy.

The point is sanctions in any trade agreement are ineffective unless you have allies to help enforce them.
