Congress sucks at investigating and they can’t charge with anything beyond contempt of Congress. Charging criminals falls under the DOJ. But they kicked that can to Comey when they should have impaneled a grand jury—-since Lynch was compromised.
But someone [I’d love to know who] decided to let Comey play Prosecutor instead of risking a grand jury. So Hillary skates, after doing much, much, worse than discussing sanctions with Russia or even lying to the FBI over a stupid process crime.
And here we have Comey, playing a role in Mueller’s investigation.

your either obstinate or just refusing to accept the facts, it is normal for a transition team to talk to other governments but they can not react on or attempt to work out deals on actions that the current official Gov't is making, that would be comparable to purposely undercutting the actions of the official Government of the United States.
