They had to pay that much because extremists on both sides wanted to use it to create a public disturbance and though an unfortunate expense it was money well spent as the additional security prevented a public disturbance and a political extremist was able to both peacefully exercise his free speech rights and discredit himself at the same time. Which is how it ought to work.
