It all began when 15-year-old Alainna Parris mowed the lawn of her grandparents and a few neighbors last Thursday. She was hoping to earn extra money for a missionary trip, her grandparents Elton and Melba Campbell, told Fox News.

A man with a professional lawn care business, someone whom no one involved would name but who had been servicing many of the neighborhood lawns for years, reportedly approached one of the homeowners.

He allegedly told the homeowner that he noticed the young lady had been mowing lawns in the subdivision and threatened to call City Hall if he saw her mowing again without a business license.

That neighbor called Alainna’s grandparents, and her grandfather shared his confusion in a private community message board on Facebook.

“I did not intend for all this to happen when I posted my question,” Elton explained. “I simply wanted to know if a teenager had to get a business license.”

Hogeland, who was born and raised in Gardendale, has served as a city employee for 35 years. He said that the incident was a first.

Though the ordinance as it now stands would legally require a teen who mows lawns, or babysits or even washes cars for pocket money to obtain a business license, he said that that that wasn’t the “spirit or intent” of the ordinance.

“Typically,” Hogeland explained, “if you’re doing business, whether it’s in Gardendale or New York City, if you’re performing a service and you get paid for it, you’re supposed to have a business license.”

However, “it was never meant to deal with kids cutting grass,” the mayor emphasized. “My clerk, in all her research reviewing the past five years, can’t find anyone applying for the license in these kinds of cases.”

"Ridiculous!!!!" wrote one. "These days you can hardly get kids to work and when they are willing to, you make them have a license to cut grass!"

"What???? Kids have always cut grass in the summer for extra money!!! At least they ain't out there getting in trouble and selling drugs to make money. This is so wrong!" shared another.

In response to the uproar, Gardendale Mayor Stan Hogeland told ABC 33/40 the city council will come up with a solution at its June 5 meeting.

"I would love to have something on our books that gave a more favorable response to that student out there cutting grass. And see if there's maybe a temporary license during the summer months that targets teenagers," Hogeland said.

I would have to see the language of the actual town ordinance. Opinion articles, and obscure indeterminate newspaper articles generally don't cut it for me.

Having been involved in these types of processes myself, ordinances, regulations, and rules generally have caveats, exceptions, and waivers in them to avoid stupid situations that defy logic.
 
Wow, when we were kids we mowed lawns, shoveled snow, raked leaves, paper routes, etc for pocket change until we could get a work permit at 14, then we got a regular job (at least on summer break) and started paying taxes.

These kind of jobs taught us the value of money and work ethics. No need to dishearten and dissuade them so early with this kind of bureaucracy .

I know a teen who made serious change, turned it into a landscaping business he runs today. I think income limits can be set before a license is required.

Exactly my point I was trying to make. If this was truly running a business, then yes, the teen needs a license. But mowing lawns for, most probably, friends and neighbors, give me a break. Then that means I need a business license if I help my friend clear their yard out and they pay me.
 
Is it true that if you have an uninsured contractor on your property, you can be held liable for any injuries they may incur? Hiring minors, I think you take on a great deal of liability as a home owner. The kid mows off their foot ... who's gonna be liable?
