it was needed. Stimulus wasn't the best design ( they re-paved my cul de sac 2x), but it was Keynesianism at work.
But it did run up the debt.

Using foreign investors helps mitigate that debt

One thing everyone agrees on is our infrastructure sucks. Trump harped on it constantly in the campaign and now he's doing something about it.

Using Saudi oil money is a win-win-win.
