Why are so many white trash southerners still on welfare when their Civil War beatdown was 150 years ago? Can they still blame the war for trashing their infrastructure, and keeping their standard of living down?

It's not the white people on welfare in the South. There are 63 congressional district nationwide where more than 1 in 5 people use food stamps. Some of them come closer to 30% than 20%. Alabama, NC, SC, and Georgia have 7 of those 63 (11%). Of those 7, 6 have elected Democrats to Congress. In 5 of those 6, there is a significant black majority and a black representative. Nothing like a built in minority majority to guarantee someone that would otherwise not get elected will win.
