I of course understand Teflon is setting up a constitutional crisis scenario with his Trump refusal hypo, but I'd also like to add the the judiciary has the power to issue writs to command the performance of acts. The belief that the judiciary is absolutely void of jurisdiction to execute, or that the executive is devoid of power to rule, or that congress is void as a deliberative tribunal, are all simplistic.
Courts can and do issue writs. Were the potus to refuse to follow the law, a court could issue a writ of mandamus, or prohibition and could try to bring him to justice in the criminal justice system. The potus is just a citizen, as are we all, not a king or sovereign.
A recent example of an "impeachment" for refusal to follow a federal court order is Roy Moore of the Alabama Supreme Court. The guy was removed for refusing to follow the Supreme Courts ruling on gay marriage.
