the AG recused herself from deliberations because of the Clinton/Lynch meeting aboard her aircraft. comey announced no prosecution -not Lynch.
One could say she deliberately recused-but that's another discussion

If the Attorney General's office and authority was 100% bypassed in the decision, then I think that's grounds to reopen the investigation.

I have no proof the AG's office was 100% excluded. If you have that proof, I hope you'll post it.

Lynch's own words was she is "respecting the decision by Comey" ( future tense).
She claimed it wasn't a full recusal because she would still have a non-actionable -yet supervisory role in whatever happened in DoJ.

In essence though DoJ handed off the hot potato to the FBI, and (IMHO) Comey didn;t want it either so he damned her in that news conference
-but still did not recommend indictment..I think he didn't want the personal responsibility to decide the next POTUS -so he punted.

The voters essentially made the decision that the Emails were a disqualifier for POTUS.
Trump makes the decision as POTUS elect not to ask for a special prosecutor.
That's prolly the end of the emails with Clinton consigned to the trash can of history.

The Clinton Foundation investigation is still technically going on - but without support from the DoJ for the FBI investigtion.

Lynch's recusal from the decision making process is your "proof".
It's why Comey decided not to prosecute - not Lynch - Comey. DoJ doesn't investigate -that's FBI.

Based on the statements given by Lynch herself is the "rational reason" DoJ was not a part of this.
She does mention her"staff" and the FBI making the recommendations -but Comeys actions statement are alli ndependent of DoJ.

Zimmerman was found not guilty due to lack of evidence, simple as that. Even Desh's famous ear witness wasn't enough.
