it depends. Prosecutorial discretion on a large scale is effectively legislating, and SCOTUS let a lower ruling stand overthrowing DAPA.

Trump would be using enforcement of existing law - so I'm sure "discretion" wouldn't be used, but he would call for enforcement by presidential memeoranda

So when Obama does it, it's bad, but when Trump says he wants to do it, you're OK with it?
 
You think you can regulated the essentially the whole underground economy?

they are really going to have two choices. Pay the fee or go to an unregulated ground where the only recourse you have for money lost is to cry. Even Bitcoin who tries to get around every regulation still has bitcoins dissapear and value fluctuate.
