2) citizen on the street shoots and kills another innocent civilian because he felt threatened, but no intent.....crime? charges?

what you failed to admit to, or refuse to recognize, is that in scenario 1, the cop is not going to be charged......he'll be given qualified immunity or a prosecutor will not choose to charge in the first place. In scenario 2, the civilian is still going to get arrested and charged, but will be able to use a valid defense which will cost him thousands or tens of thousands to clear his name.

The cop is sent to a scene, or encounters it as part of his patrol duties, and takes action he deems fit, often after making a split second decision. Criminal Procedure Laws autborize him to use that force.

Not the same with civilians.

As I proved to you at the time, the law does not allow you to stop someone you suspect of a crime, let alone shoot them for not listening to your oddball batshyte self.

We discussed this already. A citizen may intervene if a crime is "in fact" occurring.

Obviously me retrieving my own laptop is not a crime "in fact" occurring and any action you take to stop it opens you up to a multitude of lawsuits, not the least of which is you shooting me for no reason.
 
I have the solution to all of the back and forth about civilians and Cops.

I predict that criminals being shot by cops will drop dramatically, if the criminals would just turn themselves in and confess their behavior; because this would stop the confrontations, the problem of knowing who's a thug and who isn't, there would be no more high speed chases, no doors forced open, no "stop and frisks", etc..

Problem solved.
