Due to the existence of the Northwest Territories the Property Clause (Article IV section III clause II was deemed needed.
The Property Clause provides for the scenarios noted by Taft.

Further, the wording is simple enough, Article I section 8 Clause 17 does not apply to states created from Federal Territory.

If the state had not given permission through their legislature they would, if you read the limitation in Article 1 Section 8 Clause 17, be unconstitutional.

She states that permission can be withdrawn as well, at which point the Federal government would have to return the property to the State.

Again, inaplicable due to the fact that the states in question were created from Federal territory and the right in question specifically withheld from the states.
The states agreed to this at the time of their creation.
