Well tuition is only part of the cost of going to college. There's also housing and meals if you plan to live on campus, books, software, etc etc etc. The costs add up.
Kindness, but when churches give help many of the times there is also a message of hope attached to it and teaching them Christ's message in hopes that they will help others too. You can't help others if you yourself is dependent on help. The best and most credible people like that are the ones that struggled but had to drive to make their lives better and now give back to those in need like they were.

If you receive financial help or food or shelter from a church then you shouldn't be surprised if there is an uplifting and faith based message attached. You should also be respectful of that message considering the help you are getting

Dependence on government often comes with no obligation to better yourself. While that's great for the people that need help it also doesn't do anything to help them break dependence or improve their standard of living without the help. Imagine if in order to receive financial help you had to work in some way. It would give that person possible new skills that could go towards getting a better paying job. Imagine if in order to get food you also had to serve food to other people in need. It would not only give appreciation it would also be an example of people helping people.
Helping the poor does not make them evil
