One only needs the money and to have the counties chief law enforcement officer sign a form for it. it also needs to be registered in the ATF database as being manufactured before May 19, 1986.

it's not nitpicking when you consider that as a civilian it costs you 20k, because they are in limited supply now. which means that gun control has made it so only the wealthy get to exercise their 2nd Amendment rights. the hughes amendment needs to be declared unconstitutional.
