Let me be the first to say I am opposed to the death penalty in all situations (terrorists should be shot to death during "capture".)

However, Winterborn is one of the most rational people here, and I must point out you are painting him with a rather broad brush. There really is an enduring frustration about losing the "colonies" isn't there?

Yes, there are murders of the "first stoner" variety. (I see that and thing of a presidential pot smoker)

But there are also those who have so little regard for human life that they will murder with little provocation. Yes, there are hard times and oppressions that aggravate these situations.

But in the end, we are each responsible for our actions.

If it is already known this cut the head off thing is stupid, because they don't need to determine it. And you again state here they do not always cut the head off a pet to find out if you need treatment which is what I've been saying.

It is a disease that effects the central nervous system. It is usually not found blood, stool or urine. Testing the saliva is better, but still very unreliable.

So for any wild animals behaving strangely, or unvaccinated pets or strays, the answer is to euthanize and decapitate them.
