It is a terrible thing that some people do not get enough to eat. Do you need a law to give change from your pocket. If you pass by have you made a conscious decision to see them starve?
If I said to you that you should see a doctor with that cough, I would certainly mean that, in my opinion, it would be a good idea to see the doctor. Would you wait for a law to be passed before you took action?
