If I had to bet, I'd say the following is the case with her.
She has 3 kids by three different fathers. She lives in a larger city or urban area in a section 8 house or apartment. She has a free lawyer or legal advisor that helps her sue the fathers the second they don't pay child support. She gets SNAP and other government handouts. She makes all sorts of excuses and claims about why she can't get or hold a job and spends her days doing online sex chats to get money under the table or some other lazy form of cheat to get nontax pay.
Her kids are semi-feral and the oldest takes care of the younger ones because she can't be bothered to. The home she lives in is shin deep in trash, clothes, and other refuse on the floors. It's a total, stinking, mess. She's in debt up to her eyeballs, had her car repossessed by the title loan company, etc. If it weren't for section 8 paying for her shitbag apartment in some crime infested apartment complex, she'd be all but homeless on a month-to-month or even week-to-week pay as go place because no sane landlord would lease anything to her.
She's capable of working, probably has a high school diploma even. It's just she's a lazy fuck that's figured out that she can marry the government and make good cash doing nothing but sitting on her dead ass.
Worse, when the electricity doesn't work, some GC calls me to go there and fix the problem for $50 an hour + travel and materials. I then call CPS on her worthless ass because of the squalor.

This sort might be registered to vote to one party or the other, usually when they got their driver's license. That doesn't mean they actually vote. Even with mail-in voting they probably don't. The ballots are likely under a pile of garbage somewhere buried in their apartment.
