This is one way to look at it, yes, except Obama committed high crimes in order to not accept Trump's victory. Remember, Obama was humiliated; he had insulted Trump on national television "At least I will go down in history as a President" (insinuating that Trump would never be elected). Obama had to save face, no matter what the cost.
