The crux of Trump's argument is his labeling them as "Narco Terrorists" as the US government has given prior POTUS broad latitude to kill other terrorists in the name of broad assertion of what could be called proactive self defense.

I think this will go to the Supreme Court eventually and they will try and do back flips to find a way to allow it, but such an assertion would mean any POTUS could label any criminal act (gun running, drugs, child pedophile rings, etc) as terrorists and just such summarily executing them abroad.

A power they would not have if the located these individuals within American borders where they would have to be brought to trial for the crimes and convicted before punishment could be given.

This would be concerning under any admin as gov'ts can and do make mistake and some accused are not found guilty at trial but this is triply concerning under this Trump Admin who have proven to be completely inept in who they accuse of crimes and their ability to get convictions. This is not a govt who should be so certain they are correct that they would act summarily.
