So a third of the White House was torn down with no consultation with experts, or even attempts to preserve parts of what was torn down. It was done by a company with no experience with historic buildings.
There are several bigger ballrooms within 5 miles of the White House.

Zero ballrooms meet the "bigger" criterion, let alone several.
The largest verified ballroom (52,000 square feet at the Walter E. Washington Convention Center) is smaller. Hotel ballrooms top out around 30,000 square feet.
I'd counter that a secure, on-site presidential ballroom seems preferable for state functions, unlike public venues.

I did say that I consider the 1942 structure hardly "historic", and that of that footage will be rebuilt.
Of course, there is a procedure that presidents have to go through before they do construction on historical buildings. If your apartment or home is so designated, you have rules to follow. Trump just hired a construction company to knock down the East Wing. The rules do not apply to him.

The president is not legally required to seek permission to alter the East Wing of the White House, as it is part of the Executive Residence managed by the Executive Office of the President. The East Wing falls under the authority of the president and the White House staff.

During the riots after George Floyd’s overdose death, rioters threw rocks, bricks, bottles, fireworks, urine, and alcohol at the White House, injuring over 60 officers (11 hospitalized). Attempts to destroy the perimeter fencing around Lafayette Square and the White House grounds were made.
Rioters also defaced the Lincoln Memorial's steps and base with black spray paint reading "Y'all not tired yet?" and other phrases.
The World War II Memorial fountain and pillars were graffitied with "Do black vets count?".
The Brigadier General Casimir Pulaski Statue in Freedom Plaza was spray-painted, and the Thaddeus Kosciuszko Statue near the White House was defaced with obscene phrases and doused in urine.
The Mahatma Gandhi Statue outside the Indian Embassy was graffitied and damaged, prompting a U.S. diplomatic apology.
"No More Black Bodies" was painted near the Washington Monument on the National Mall.

In the early 1800s, President Thomas Jefferson added the East Colonnade along with a matching colonnade and terrace on both sides of the main residence to serve as connections to service buildings. The original East Terrace was removed in 1866 and rebuilt in 1902 to serve as the main entrance for social events.
