These goods and services have been provided by governments, mega concerts, telethons and various religious organizations. Mercy Ships go over with doctors. The desire to help has gone on for more than a century.
The only countries there that progressed at all were ones that had a heavy "connection" with mainly the English or French. (Someone correct me if I'm wrong, please)
So, 110 years after my grand parents were there, they're still dealing with starvation, medical epidemics, crime, dictators, voodoo, pirates and chaos.
