Mar. 4 the federal government will run out of money and shut down unless Congress passes a budget or another continuing resolution. The President would then have to sign either.

That was easy. I balanced it even using the NYT numbers of cutting government, and mine would be bigger across the board. And I didn't raise taxes at all.
