If Rivian had based their EVs on the British developed energy storage system of Liquid Aire, rather than Toxic Lithium Batteries, they would not need a bailout, but rather a new building for expansion.
EVs are a good idea. Done with the correct energy storage/coupling technology, they are a great idea.
2000+lbs Toxic Lithium Batteries with a usage time of 18 months will end up being the worst environmental disaster in human history, by a wide margin.

Non-Lithium Batteries, particularly Sodium
