TACO is not Biden, and the promises are still something that is subject to public opinion.

Biden should not have made his promise. TACO should make a promise, because its clear he is negotiating.

If someone told Maxwell to expect a pardon if she testifies in TACO's favor, that would be discoverable, and would subject TACO to a bribery charge.
