Saakashvili is the President of Georgia.

Ugh, because the executive branch is the executive branch, and the presidency is so important, there is a second for the executive branch the VP, then they go to the next elected branch, and the one most popularly elected is the SPEAKER OF THE HOUSE, as he is the leader of the most democratic branch of the legislative bodies....

He is the defacto leader of the Legislative branch. Just look into it a bit....

That is why he is third in line....!

please find me a source that says the speaker of the house is the leader of the entire legislative branch...

you obviously have no clue how our government works. do you know who the fourth in line is? do you know who the fifth is?

You are absolutely right....

The Legislative Branch is divided...The House and the Senate

The House is controlled by the Majority Party Leader...the Speaker
The Senate is actually led by the VP....

So in essence, their is no one individual that controls the entire Congress...or the Legislative Branch of the Government....it is a shared responsibility and shared power, leaning a mite to the Senate.

I'm still wondering why this thread was created. Why aren't you criticizing Biden for his absence? Sorry, but this is purely partisan bullshit.
 
The one person who is the highest ranking person from Congress it is the Speaker of the House.
 
Maybe Boehner thought that a pro-Obama political rally was an inappropriate response to a tragedy.
