Saakashvili is the President of Georgia.

The Legislative Branch is divided...The House and the Senate

The House is controlled by the Majority Party Leader...the Speaker
The Senate is actually led by the VP....

So in essence, their is no one individual that controls the entire Congress...or the Legislative Branch of the Government....it is a shared responsibility and shared power, leaning a mite to the Senate.

The one person who is the highest ranking person from Congress it is the Speaker of the House.
 
Maybe Boehner thought that a pro-Obama political rally was an inappropriate response to a tragedy.
