You mean the Constitution does NOT say only Congress can declare war? It explicitly states Congress and Congress alone declares war.
Yes, the Constitution does say that, but what constitutes a "war" is open to interpretation and today the War Powers Act (1973) gives the President, not Congress, the ability to go to war for up to 30 days and notifying Congress of that within 48 hours of doing so.

I bet you were bitching and whining when Billy Clinton set a record for a president at 364 executive orders. Trump has quite a few more to go to beat that record.

Clinton had 364 over an eight-year period. trump already has 429 in little more than 4-1/4 years. Furthermore, Clinton's number wasn't a record for all presidents since the beginning.
