Vladimir Putin was a foreign spy who worked in the Soviet Union's KGB for many years from 1975. Apart from counter-intelligence, the KGB would have trained him to be an effective and efficient killer/assassin.
Putin has been ordering the assassination of people who create any kind of political headaches for him for years. He simply has them poisoned, thrown out the upper windows of high-rise buildings, abducted and murdered by gunshot or blade, whatever....
America's KGB is the CIA. Like the KGB, the CIA is an intelligence agency that is trained to conduct covert operations in foreign countries. A CIA spy is surly trained to be effective/efficient killer, and when a certain foreign national/s are identified as presenting direct and serious threat to America's national security, it seems to me that the CIA would need to liquidate them, (professionally), and that they have indeed done this in the past.
So why doesn't America hand the problem of major ass-holes like: Vladimir Putin, the current , Ayatollah Komanei, and his lunatic mullahs in (soon - to - be - nuclear-armed) Iran; the batshit -crazy, "Little Rocket Man", Kim Jong Ung or the remaining leadership of HAMAS.

When he is back in the White House in 2025, President Trump , after he has cleaned all of the Democrat Deep State shit/scum out of DC, would then appoint an honest, reliable and competent Director of the CIA (NOT like John Brennan) President Trump would then say to this new Director of the CIA: "I gotta job for you, guys, and I'm gonna leave all the details to you. So... here a list of names for you - (Trump hands the Director a sheet of paper) If these individuals were to just mysteriously disappear - forever; I be one hell of a happy man - you know what I mean?"
CIA Director: "Yes Sir, Mr President ! Not a problem, Sir ! Consider it done."
PRESIDENT TRUMP: Now that's what I like to hear. I knew I could rely on you, Mr XXXXXX
