If the government collects $2,025.1T in 2000 and then collects $1,991.1 in 2001, that means less revenue was collected than the previous year. And that happened for 2001, 2002, AND 2003. All tax cut years.

Bush took a $236B surplus in 2000 and turned it into a $412B deficit by 2004...strictly because the tax cuts reduced revenue to below 2000 levels from 2001-2004.
