If the government collects $2,025.1T in 2000 and then collects $1,991.1 in 2001, that means less revenue was collected than the previous year. And that happened for 2001, 2002, AND 2003. All tax cut years.

The United States in the 1990's.

Clinton raised taxes in 1993, over Republican opposition and then vetoed a tax cut in 1999, one year after the first budget surplus.

The US would then go on to enjoy budget surpluses in 1998, 1999, and 2000.

Bush the Dumber even had a budget surplus handed to him in 2001 that he promptly got rid of with his stupid tax cuts by 2002.
