It is not a "premium service", it is the minimal service the regulations address, parents can still spend above and beyond that for better service.

And when they can't afford it they go to the off the books market. It's premium whether you like it or not.

Wrong. Do you believe if the regulations did not existed there would not be an underground market of providers? How far do you want to deregulate this industry? What regulations do you want to remove to drive down cost, and what will the new cost be after the regulations are removed?
