In the case of the Texas shooting, the police were seconds away, but took more than 12 minutes to show up. Then when they did, they didn't do anything.
You are correct that the right of self defense is inherent. You may have to deal with a situation in just a few seconds when police are too far away or too incompetent to deal with it.
