2. The problem is not that they can't hire lawyers but that the IRS doesn't have the resources to assist them or answer questions.
3. More agents would allow the IRS to assist them better and wouldn't just target them.
4. Your last sentences are made up shit because you have no valid arguments based on your source.

It's quite clear you didn't read the article you linked to and even more clear you have no understanding of who is audited the most or what the audits consist of. The article notes that most of the audits of the lower income levels are nothing more than a letter stating there is an error and asking the taxpayer to clarify. If the taxpayer doesn't clarify then the deduction is disallowed.

The article states this.
The lack of attention given returns filed by millionaires last year was not atypical. Severe budget cutbacks over the years meant that the IRS has examined fewer and fewer millionaire returns.

Actually, you didn't post proof since it's clear you didn't look at table 1 which clearly refutes your claim.

The first chart shows that lower income people are targeted at a rate higher then everyone combined.
Table 1 shows that millionaires are targeted at a rate higher than everyone combined.
Now you have to compare each of them to see which has a higher rate of audit.

They are told that anyone who is not a white male christian is inferior. They believe those groups have forgotten their place. And they believe these groups are preventing them from achieving success. As those groups gain more power, white male ‘alphas’ become enraged. The only way they can handle that rage is to attack and marginalize those groups. For THAT reason my attitude enrages them and they attack personally. Every issue they think is important is completely colored by that world view. They are terrified. Trump is their retribution.
