The mules probably don't know what's going on. The cartel considers such losses a cost of doing business, and the bosses aren't in those boats.

Eventually, as populations in Latin America learn what's happening, voluntary participation in smuggling might slacken, but the cartel has ways of compelling people to take those chances. I don't think you're ready to learn what those methods are.
