It's the concept that if you know you can break certain laws with impunity, then you might be inclined to break more due to that success.

Weak laws are ones that cannot or will not be enforced. An excellent example of this was Carter's imposition of the national 55 mph speed limit. Many state governments refused to enforce it. People generally ignored it. It became a national parody and joke. The utter contempt society had for it undermined not only that law but caused many people to flaunt other traffic laws.

This isn't subjective, it is objective. When all of a society has contempt for government and the law, criminals begin to rule instead. In the Soviet Union, the black market became a major part of the economy. It made the oligarchs in Russia out of the collapse of that state into Russia today. Prohibition in the US and the drug cartels in Mexico are two more examples of this. In the first, an unenforceable and despised law gave rise to widespread pushback and illegal activity. In the second, a weak government and widespread poverty from decades of economic mismanagement resulted in gangs gaining power and becoming, for all intents, local powers rivaling government. Shitty laws and widespread government corruption were the cause.

As for this pesky American who has dirt on me, I'd just call my new bestest buddy pooty poot and ask him to send KGB operative Boris Badenov over to poison the guy or expose him to some rare form of radiation.

If I still wanted to go the stupid INS route, I'd wait until my evil Nazi scientists have developed the mass hypnosis machine to keep the INS bureaucracy under control, and it sure would come in handy when I'm taking away the guns.
