In that particular location it is mostly caused by agricultural run off which depletes the oxygen level of the seawater (from the Mississippi river). It also changes size based on time of year due to temperature and water density (stratification). This year it is 6,500 square miles. It has been as low a 155 square miles. There is marine life in those lower O2 levels. The interesting thing about "dead zones" is they occur all over the world and in some place occur naturally and have for millennia. The ocean is a very interesting place.
