The highest I have ever seen is about 18%. I call bullshit on social/welfare programs eating up 65% of the federal budget.
What those that want all that social welfare spending to continue unabated and even expanded do is eliminate from discussion all mandatory federal spending and only want to discuss discretionary as if the mandatory spending didn't exist.
