Money can be raised for the government, money can be given to the government. You just can't tell the government what to do with it. If it is given, it is given. Once it is given it is the government's to use as government sees fit. Expenditures are generally voted on by the House.
The account holder has not secured a legal way to ensure that the money will go to the wall. He says it will, but this one person has full control of the account. Everyone who donates is trusting that he will do what he says. He said if the government won't guarantee it will go to a wall, then he won't donate it. But he didn't say what he WOULD do with it in that case, just that he would wait until he gets what he wants. Even though that is not a given.

It is not necessary to pursue government goals outside of government. If the nation should do something, the correct way to accomplish it is to win the national argument and allow our self-government to work the way it is designed to work. That's why the right is losing the wall argument. It's not something the nation should do. It only appeals to the hateful, and it is old ineffective technology. We don't build castles with moats any more and we don't need border walls.
Trump argues drugs and terrorists are pouring over the border, but the fact is that most of that activity enters through gates and aboard ships, trucks and planes. Drugs are not pouring in across the desert or being carried by migrants escaping gang violence. Actually, most of the drugs responsible for our devastating drug problem are manufactured by our pharmaceutical industry.
A wall is not the answer to the drug problem. Legalizing all drugs is. And that will also remove the profits from the gangs. Two birds with one stone.
Legalize all drugs and create a vast network of rehab centers. Treating drug abuse as a crime is the wrong approach. We need to treat it as the medical/mental problem that it is. Reagan's war on drugs was a failure. 'Just say no' was a failure. Increased sentencing and mandatory sentencing was a failure. None of it worked. All that did was cost us a lot of money and lives. It's time for a radical new approach. Legalize everything. Engage in a mass public awareness campaign. Let everyone know drugs are not the answer to their problems. Address those problems. Address poverty effectively. Address physical abuse. Deal with racism and repression of blacks, Open up opportunity. Vast swaths of the nation are foolishly written off from capitalism. All that vast untapped potential is wasted. We need really good effective education, preschool and compassion for the underadvantaged. These people can produce if we give them a fair chance. That is a bigger challenge than keeping government out of the market and allowing capitalism to bypass the challenging ghetto market, only to gravitate to the easy money in the 'burbs. That doesn't serve society. The proper mix of socialism and capitalism will. We have the potential for vast numbers of extremely intelligent engineers, doctors, scientists, innovators, leaders, all being wasted because we hate the poor and blame them for their own condition. How stupid of us. We need to stop viewing this as a problem and realize it is actually an opportunity.
