His job is not to certify but to "count." If the count did not result in 270 votes for any candidate it goes to the House.
The MAGA plan was that since each state only has one vote in the House and there are more Republican states, they could win.
I don't think Congress would have accepted the VP count.

I have to give Pence credit - I don't know exactly what would have happened had he not stood up to Trump, but I think it's likely that Trump would have found a way to overturn the election at that point. to establish more internally compatible multiple nations out of our one presently dysfunctional one.
The blue state nation would prosper,
and without blue state money,
the red state nation would soon become part of Mexico.
