Why would either bother? Nukes are for wiping cities off the planet and not much else. If Iran had a few, they'd likely use them ASAP just because they could, and they'd be targeting cities.
For crippling an economy, it's better go after infrastructure like the electrical grid, rail systems, bridges, dams, and the like.
