In the WW 1 era the German's main factory making Maxim machineguns was in the city of Spandau. As a result, British soldiers called German machineguns "Spandau's." A Spandau ballet is the crisscrossing streams of tracers and bullets being fired from several German machineguns in British army slang.

I like the imagination and mental imagery of the term and how the musical group appropriated it for their name.
