you need to stop allowing the government to make SOME definitions for you that you agree with. it's called consistency, which is extremely difficult for people that love authoritarianism.....like yourself. so either waterboarding is torture and the 'penalty' is indeed a fine, or it actually is just a tax and waterboarding is nowhere close to torture. how about it, gov lover?

I disagree, if the "punishment" is a tax, its not unconstitutional. It likely would be unconstitutional if the punishment were jail time.
