Not sure what point you are attempting to make, but Johnson was Governor of New Mexico and supports marriage equality.

Answer: They're liberal Democrats, sent to flank conservatives from the right. At election time they return to their liberal overlords. Genuine libertarians do exist, but they only exist in the actual vote numbers that Gary Johnson got.
