Something that doesn't happen anyway, so what's your supposed "point"?
Cops have very legitimate fears of having a gun suddenly whipped out of a place of concealment in a suspect's clothing, and being shot dead with it before having a chance to react. That is why they are sometimes too quick to shoot.
I will say that local governments could do a better job of getting out the message of when a cop stops you, not to make any sudden moves and to do only what they instruct you to.
Given the ratio of arrests/detainments to unjustified/accidental shootings in this country, I would say that overall, the nation's police do a more than excellent job of enforcing the law and protecting the public and the rights of suspects.
