Earl just look at what happened during WW2, the Allied were bombing German factories, and the Germans moved their factories underground.

Even if Iran removed the enriched uranium they still need to centrifuge it more. They would have to set up centrifuges and do it. That requires a facility and a LOT of power. They don't have any underground facilities left. There are lots of spies in Iran because 80% of Iranians don't like their dictator leader and just want to live in peace and prosperity. If they start enriching again they will be stopped.
