Were school boards always politicized?

The democrat party figured out long ago that the local school boards led to city councils allowing them to push their agenda. Add to that the teacher's unions and you have a very workable plan. In my area, very few members of the city council or school board hold an actual job and most list themselves as "activists".
On the plus side, the enrollment in charter and private schools is expolding.
 
I suspect most students are not influenced by their teachers. A teacher whose lesson plan says, don't be a racist has as much influence on a teacher who says it is okay to be a racist. I think most kids don't care what their teachers say.
